SALT II was an advance on SALT I. It set equal aggregate limits—2,400 strategic nuclear delivery vehicles (missiles and aircraft) for each side, with equal limits on total numbers of MIRVs and on the number of warheads per missile or aircraft. It also established more rigorous procedures for electronic verification. Despite the upbeat mood at the end of the summit, however, two major problems immediately loomed large. First, there was no guarantee that the SALT II treaty would be ratified by the US Senate. This had worried the Carter administration all through the negotiations and also deeply unsettled the Soviets as to the predictability of American policy. Secondly, there was the European dimension of superpower arms control. The question of the Eurostrategic balance, especially the Soviet arsenal of SS-20s, which had preoccupied the NATO allies at Guadeloupe had not been addressed to their satisfaction at Vienna. These two issues would form the focus of international relations for the rest of 1979.
